Working with limited resources here so... Best info I can get on what movement this is. Far as I can tell, BB has overhead trackage rights on the CSX North Mountain Subdivision (ex-C&O), which is where you see them running here. A quarter mile west of this location is a junction with BB's own trackage and a diamond crossover with the current NS (ex-SOU) mainline on the Washington District, all straddling the Charlottesville Amtrak station (AMTK designation CVS).

So based on the time of the shot (1640) and the timetable I was able to find, I'm guessing this is the Z630 train out of Staunton (on duty at 1500) which would make it about 100 minutes to run the 40 miles between Staunton and C-Ville. Seems plausible to me. Otherwise, if that's NOT what movement it is, then at the very least, it was a mix of open and one covered hopper, all empties, heading west toward UVA on the Buckingham Branch mainline.
